Hello,

It sounds like the issue is with the clock spring.
The clock springs allows the airbag system to stay connected at all times, it allows connection while the steering wheel is being turned.
If there is an issue with the contact of the clock spring to the air bag the light will illuminate, this can also make the horn not function.
In order to access the clock spring the air bag and the steering wheel needs to be removed.

Always take extra caution when working around air bag. Be sure to disconnect the battery before getting started. Always keep the airbag facing away from you.

I have attached diagrams for your reference.

Please let me know of any questions.
Thank you.
