1994 Plymouth Voyager water pump

Our 1994 van has a new radiator and hoses. It does not want to keep water in the rad. We have been told 2 things its a waterpump or headgasket problem. If you pour liquid into the rad as its running it has a miss to it and blows steam out the muffler system any ideas

It it does that as soon as you put water in it where it comes out the exhaust then the problem is most likekly the head gasket or other internal problems. What happens when its cool and not running and yiou fill up the radiator then start the engine what does it do? Do you loose all the water out the tailpipe? If it does then I would look at the headgasket or something else internal.
