Car will turn over only after trying to start for about 10 min (roughly 20 or more tries of turning the ignition) each time the key is turned a sound is made kind of a high pitch. However, once the car has been attempted to start several times the noise changes and the car is able to attempt to start (almost like a cold engine would sound a coughing sound you might say) finally after about 20 turns of the ignition she will turn over and no problems occur till after the car is been turned off again. (And sometimes if the car is been on awhile it will turn over if off for only a short time)

The high pitch sound means ur starters not engaging, and is going bad, or sometimes they "stick" try hitting it lightly with a hammer. Eaither way id replace the starter

Jaybin32 is right about the starter. The solenoid contacts are worn.
