1998 Plymouth Breeze car wont start

Engine Performance problem
1998 Plymouth Breeze 4 cyl Front Wheel Drive Automatic

1998 neon 2.0, got spark and fuel but it wont start
not sure what else to check for.
not sure if I have enough fuel preassure.

How are you checking fuel pressure?

Will the vehicle start up with a bunch of starter fluid being sprayed in the throttle body while cranking?

I dont have a fuel preassure gauge, I can here the pump coming on and cycling, if I pull the line off it has a good stream of fuel but again I dont have a gauge to check actual preassure? I sprayed some starting fluid in the throttle body but not alot? It didnt seem to make much difference?
The oil smells like it is saturated with fuel but it is not overfull, (my son got this car as is for 250. And was told it ran fine until the starter went on it) I replaced the starter and here we are?

It will be very hard to figure out the problem unless you can get a fuel pressure test guage, even a rental one. And also a compression tester for each cylinder.
