Sputtered out and then will turn over but not start

Well, I went to start it on the coldest day of the year and it started then sputtered out and then will turn over but not start. Didn't sound like it's getting fire. I replaced the fuel pump that I later found out was not bad it just wasn't coming on. Then I replaced the relay still nothing. So I replaced the crank and cam sensors still nothing. So I got a obd2 scanner and no power to the socket then realized with the key turned to the on position the accessories are not working. No lights or wipers or radio and assuming no fuel pump, but the dash panel symbols are still working.

Sounds like we have a couple things going on. They could be related but we need to start with trying to find out why we have no power to the DLC. We need to try and get some codes to find out what the issue is with not starting so let's check for power on the two wires highlighted to find out if you have power going to the DLC.

I attached the wiring diagrams below. Let us know but you should have 12 volts on both of these wires.
