Code P0141 from stolen catalytic converter

They stole my catalytic converter and cut it off along with the downstream 02 sensor the harness clip is intact. They installed a new catalytic converter and downstream 02 sensor, but I get now a p0141. Is there a constant hot wire that would short out a relay? I checked fuse number 4 and 2 and there not shorted out. And I checked the 02-sensor wire harness and got 12 volts on one two pins. I couldn't check with the car running because it was getting late.

When things get stolen then anything is possible. So, the fact that this is giving us a code for this sensor means we need to just run through the testing and see if that leads us to the issue.

Sometimes it doesn't when it is not just a faulty component causing the code to set but instead human error or tampering but we need to start with it just to find out why the ECM is setting this code.

I figured it out they sold me an up-stream sensor instead of a downstream. I cleared the code, and it hasn't come up like before.
