1991 Oldsmobile Turn signals don't work.

1991 Oldsmobile V6 Front Wheel Drive Automatic 145000 miles

I have a '91 Olds 88 Royale and the turn signals started blinking slower and slower until they quit blinking at all.
I found that I had three bulbs blown and replaced them. They still light up but they don't blink. Is their a blinker controller? If so where is it located.
I have looked under the dash and found the one for the emergency flashers but could not find one for the turn signals.

I have a Olds Cutlass supreme and my turn signal flasher is located at the base of my steering column in a small metal clip (it is where the column meets the frame- above the brake pedal and left). If it is not under your dash with your hazard flasher it's a good bet that's were it is as some older GM models have it there. You will probably have to remove a panel above your pedals but it should only be a few screws. Hope that helps.
