OBD2 scanner Gave me code 0402 steted EGR flo to low?

Could it be the EGR valve or, is it something else? PS. It only happened once.

There are a couple of things with this. Egr gets plugged see pic and the other is about the first three things listed in other pic or a bad vacuum hose. So check all that. The one pic the throttle body has to be removed and that is behind the throttle body so it has to be cleaned out.
