EGR problem with 97" Ford Ranger with DTC code PO406

I pulled off the vaccum hose and d code came off the vehicle works well. Is that means the EGR valve is bad

It cold be plugged up and need to be cleaned also. Take the valve off and put a vacuum tester to it to see if it opens.
