I went to start the car and it would not start, no clicking?

I replaced the starter still nothing, replaced battery still nothing, replaced starter relay fuse still nothing. I'm at a loss, I don't know what's going on. Any suggestions could help.

I would check for power at fuse #7 and maxi fuse B in the engine compartment fuse panel and then fuse #21 in the SJB which is the fuse panel inside the car. here is a guide to help test with the key on, also I have included the starter wiring diagrams so you can see how the system works.
