No spark or fuel pressure?

All the fuses and relays are good. I replaced the ignition switch. I tested the CCRM and connector everything was correct except pin 13 on the CCRM connector. I only get 4.7 volts at that connector where there should be 12 when the key is on. Its driving me nuts. Please help.

Did you replace the CCRM? These had problems for Ford. There are three fuses that run the CCRM which are in the diagrams below. Here are the wiring diagrams for the engine and CCRM so you can run some tests, also I have included a guide to help with the testing.

A follow up to my no spark, fuel pressure. After an extensive volt/ohm test on both connector and CCRM, I found the ground, (pin 15) had no continuity to any ground anywhere on the body the motor. I even tried jumping it straight from that connector wire to the body and got nothing. The car does run now I just took a jumper wire hooked it to the positive cable and spliced it into the number 13 pin.
Again, every fuse is good and the relays all kick in. Is that a sign the CCRM needs to be replaced?

It sounds like it, if the CCRM has power and a good ground it should work did you check to see if the fuse #2, 9 and 10 have power?
