1996 Ford Taurus Changing a fuel filter

Thanks for every body who gave me suggestions but I still can't remove the fuel filter. I removed the hairpin clips, de-pressureized the system, pulled and twisted the fuel line till the car shook but still it won't come loose. I think I need to use the tool to release the spring in the fuel line but their is no room for the tool to fit. Someone even told me that the tool wasn't even used in this situation. I have the tool and it doesn't even come close to fitting. Do you think I could just cut the fuel line, splice the line and just use hose clamps to complete the job.

use the correct tool should release it
Cutting the fuel line is not recommended as you have a high pressure fuel and will come off
Causing fire
Putting yourself in a very dangerous situation
