No power to hazard/brake light fuse

It has no blinkers, hazards or brake lights at all. Replaced blinker relay, changed all fuses, checked bulbs all good, but noticed when I checked power to hazards/brake light fuse there was no power with switch on or off. Don't know if this will make all of them to not work. Any suggestions for the source of my problem? Thank you

Check the fuse I circled for power on both sides with the key on.
