The fuel pump does work and the filter is not clogged. I even checked the relay for the pump and it works too, but the car will sometimes turn over for about a second at most then it goes back to just cranking but that is only if you use starting fluid. Any ideas on what else I should look at or what could be the issue here?

I suspect you can hear the pump, but you are not getting any pressure. This is typical when the seals in the pump fail, and it cannot no longer build pressure.

So here is a guide that will help with checking the pressure:

Once we confirm what the pressure is we will have a better idea what to do next but if the pressure is low, then I would replace the pump if there are no kinked lines and the filter is not clogged.

Please see below for the info on the test from the manual.
