1992 Nissan Sentra power steering belt broken

I have tried to change the V belt which connects to
crankshaft, waterpump and power steering but I cannot find the tensioner.

how to release the tension. I tried to loosen the bolts according to manual but it did not loosen the tension on pulleys.
