2003 Nissan Altima 1200 RPM tops

When car is started it will idle around 800 rpm. The car will only rev to 1200 rpm in any gear and neutral. We tried to unhook to the exhaust under engine to check to see if the converter is stopped up but there are 2 converters and could only unhook behind first one. There is a check engine light on but do not know what it is

Have the computer scanned for code/s-you have a problem within the engine management system that caused the CEL to turn on-This is your starting point of diagnosis, finding out what's going on.
