Car will not go past 2000 RPMs

My car will not go past 2000 RPMs. I thought it was the MAF sensor so I replaced that today and I'm still not having any luck. It seems like it is in safe mode but I cleared the codes and it is still doing the same thing. Any suggestions?

Scan for codes and check fuel pressure with a gauge autoparts rent it.

Fuel pressure? Check vacuum at intake manifold if 15"or below suspect a clogged converter.
