Both airbags are blown from being hit and need to know if it would be cheaper to have the driverside fixed with or without a airbag and how much will the passenger side cost..So over all how much will this cost me?

You won't pass safety inspection (if your state requires one) if you choose to use non-airbag steering. As the MIL will stay on.

Usually airbag cost about 1-1.5K a piece plus labor, plus the sensors. In your case the front bumper sensor. So you would figure around 4K to fix both airbags properly.
