How to properly set the timing?

Just had a new head put on the vehicle after my husband’s father passed away. We are trying to figure out how to reset the timing since they will not help reset it back. If anybody has an answer to help us please. I bought a Chevrolet S 10 and GMC Sonoma Haynes repair manual it shows how to do it, but I can’t figure out the size of the female torx socket we would need. So I can make sure to get it for him and anything else that we need to do to fix it because I’ve worked on vehicles myself for a long while but it’s been a bit, and he is not much knowing on a vehicle. But after $700.00 sunk into it and they won’t even help make sure the timing is that right. It’s ridiculous the vehicle runs if you put it in first gear being a manual engine it runs perfect but anything below that it seems to lose some power and it doesn’t want to really go up the hills. But other than that the only other thing is the gas and I just put a brand new fuel filter on it. So please if you got any advice to help us. Please I am begging for help so that my husband can get the vehicle back to working right so that he can get himself back to work. And if anybody is close to our area we live in Altoona Alabama and would be willing to come and help us we would be so blessed.

So if you have a low power issue then this could be a timing issue however, the timing is not adjustable on this engine. It is controlled by the PCM so let's start with a little more detail about what the issue is.

Take a look at the attachment for the info on this.

If I understand correctly then the engine does not run well when it is put into first gear? Or does it run well but it just has no power? Here is a guide on low power issues:

Maybe if you get a video of what it is doing, then we can be sure we are on the same page.

Also, can you let us know what was included in the $700.00 that you spent? What did they do and was it for this issue?
