Hi there,

The purpose of the surge tank is to allow coolant to enter when its hot and expanded, and return to the engine when it cools and contracts, if there is no movement in this tank, you may have a faulty recovery cap if it works on a cap before the tank, otherwise you may just not see movement the movement because the tank is stained, check this out.
