1998 Mitsubishi Eclipse Cooling fans not turning on

I have a Mitsubishi Eclipse GS 2.0 dual over head cam. I have had to hook jump wires up to cooling fans so I can turn them on and off so I know they work. My problem is not knowing what tells the fans to turn on, maybe a sensor and or a relay? I have looked this up in Chiltons but does not specify why or what operates the fans, Please help. Check and test the coolant temperature sensor and also if it has an engine coolant temperature gauge switch check that too -one of this two tells the computer to energize the fan relay then to the fan motor
