1993 Mercury Sable Shifting

What prevents the shifter from shifting without the brake pedal depressed. My car is intermittently not shifting out of park and I wanted to correct the problem before I get stranded.

There is a solenoid under thedash that releases the shifter. It is activated by the brake light switch. Next time it wont go out of park, see if the brake lights are working, if not, start with a new brake light switch, if they are, it may need a new solenoid or the column may be coming loose where it mounts.
