1991 Mercury Cougar very high high side presure

First low side was high, High side low. Bad compressor. Replaced it. Cured that problem, And it does cool. But the clutch cycles constantly and the high side pressure hits about 400 PSI. Okay the orfice tube must be plugged which I have ordered. But then what confuses me is when I go to my on line Mitchell manual for A restricted orfice tube they say high side normal to low. How can the high side be low with A restriction in the high side? The low side very quickly goes down to about 15 PSI before the clutch cuts out. I charged it properly to 2pounds, 4OZ with A Cool Tec recovery machine. Quess I'll find out when I change the orfice tube. The manual just confused me. Goes against my normal diagnostic thinking. Suspect restriction
most common to be orifice tube
what you have is high side to high and low very low
if you have not done it yet
evacuate the system
remove and replace orifice tube
