Fuel Problem

I just replaced the engine in my 1990 fuel injected Mazda B2600i 2.6L 2WD. I put everything back together and it would not start. I replaced the fuel filter under the hood, but still nothing. I removed the fuel line from the filter and discovered I was not getting any fuel. I have checked the fuse and it looks good. I don't know what I could have missed. Do you have any suggestions?

Carb or FI? My diagrams list both.
