From 1998-2003 the town cars had a water leak problem, are your rugs wet on the passenger side?
Blower and resister may need to be replaced, and the water leak fixed, if your rugs are wet let me know, I will tell you where the water leaks are!

Your blower motor resistor is probably stuck. It's located behind the valve cover, passenger side of car, on the fire wall. It's a little black box hard to get to. Put a screw driver on it and tap the screwdriver. Make sure ignition is on (car not started) and that heater is turned on. The blower should start.
I did this and it worked for a month, so I guess I have to replace the blower motor resistor which doesn't look like fun. Hope this works Benny Kenz
