2003 Lincoln Town Car Fan Blower Problem

I have a 2003 Lincoln Town Car with a Fan Blower Problem:

If you turn on the defrosters or anything for that matter, the fan blower motor doesn't kick in until after around 2 minutes. This also applies for air conditioner as well. All lights on the unit's display works fine selections etc.

Any thoughts?
