1996 Lexus LS 400 Overheating

Temp gauge goes up to red area whenever car is driven slower than highway speeds, even when A/C is off. Replaced thermostat, replaced A/C fan. Radiator fan works. Antifreeze level is fine. No visible leaks. Stopping car and reving engine in neutral brings temp guage down from red to high area, but it goes right back to red when I resume driving.

Sounds like a flow restriction somewhere. Have the radiator flow checked. Also might want to look up in the front to be sure no trash has been sucked up in there blocking the radiator.
