When driving it is making a scrapping sound like metal on metal. We changed the rotor but still making noise.

The best suspect is a metal splash shield got bent and is rubbing on the rotor. You should be able to hear that while walking slowly alongside the car. (Best is to do that with a helper driving the car)!
