1999 Jeep Wrangler hazard flashers

My right front and side turn signal lights works fine. But when I turn on my hazards, they don't flash at all. When first turned on, the hazard flash at double speed. When turned off and back on they work - except for the right front. The bulbs do not appear to be burnt out.

Inspect flasher unit, located in front seating area, under the left hand side of the instrument panel, right hand side of steering column.
