Cigarette Lighter outlet

Several months ago I replaced the emergency flasher. I had not plugged anything into the cigarette lighter outlet since then. However a couple of days ago I plugged an air compressor into the lighter outlet and the power pulsed with the flasher. I also plugged in a GPS and the power pulsed with the flasher. It seems to be a ground problem but I'm not sure and if it is where do I start checking?

If you unplug fuse 5 -- 20 amp, does the cigarette outlet work okay? this guide will help us if okay there is an accessory relay that needs to be checked here is the location for that as well.
