The upper level (heat and vent) is constantly releasing hot air. The level goes all the way to the left/off position but continues to move hot air through the lower vents and upper/dashboard vents.

I am very new to auto repair, yet this seems to be an easy fix. I do not have a repair manual. Can you help?

The cable to the mixing doors are more than likely disconnected, you'll have to pull it out and check if its vacuum operated then, you may have some week doors or a vacuum hose disconnected or cracked.

The jeep climate control system is lever operated only. This is probably the most economical climate control system ever designed as you can either have the HEAT selector on to move the air by the blower motor or the VENT to have the car move it for you. You can change the mixture of hot/cold air on either selection. You should be able to tell if the cable is operating correctly by looking under the passenger side dash for the mixture door lever. Does it operate correctly and fully? Now you also stated that when it should be off is it still running the blow motor and blowing heated air through the defrost? You may need to remove the climate control panel and check to see that the electrical contacts are clean. Check the cable for proper tension too.
