I have a '96 Cherokee Country, and unless there were some major design changes should work the same. With the rear seat back in the upright position, reach between the seats at the "crack" at the bottom of the rear seat back, grab the end of the lower seat and pull upwards and torward the front of the vehicle. The lower seat is on hinges and should pivot upward to the front of the jeep, exposing the goods underneath, and showing you some hiding places for stuff.
