1988 Jeep Cherokee starting and idling

When I start my jeep it will idle at about 3000rpm and sometimes it will run normal, I checked the throttle and the throttle is not getting stuck, and today it wont start, it will turn over and when I manually pour in some gas in through the carbeurator it will run until it burns up that fuel, otherwise when I try and start it without manually pouring in fuel then it will idle at a very low 100rpm and then die, \r\n
i dont think it is the fuel pump.

Is this a carb or thottle body injection?

I believe it is a throttle body injection, I have no idea about the solinoid, the a/c doesn't work as far as I know, to be honest I dont think the instrument panel is working so no lights come on at start up or even when driving, I promise I have not toyed with the adjustments, i'm no good at those anyway, so I stay away, (but possible to have been messed with before I bought it a week ago) that could be the problem.
Also I have found a vacuum hose that is fitted shaped witha elbo that was just loose, i've looked for days on where it might have gone but to no succes, the only thing I can find that is close is on the engine side of the throat there is a vacuum line running into a rubber fitting and the rubber fitting looks like it was supposed to have two lines running into it, but there is only one, that one runs to an electric device at about the top rear of the engine bay just above the engine,
i pulled off the idle air control valve it looks okay, but I dont know hao to test it

Well I got it started again, i'm not sure what I did, I just kept pumping the gas and kept my foot on it to keep the rpms up and slowly let it down and it normalized, but i'm convinced I still have a problem, could you tell me what things I can possibly check next time it idles high, and thins to check while it SEEMS to be running nomal.

But I willl take it to be tested, thanx for the help so far, it is putting me on the right track.
