84 XJ6 wont start/fuel problem

I have an 84 XJ6 I picked up to restore. Former owner could not get it to start. Installed new fuel pump, filter and injecters. I have only been able to get it to start by spraying starting fluid in the intake. I do not hear any sound from the pump. I am new to jags. Could it be a relay or the MAF/AIS? Any help is appreciated.

Have you checked fuel pump relay? Key on, power to relay term. # 30? If no power, look for blown fuse. Ck. Power at term #85. No? Check main relay for power in/out. I use a spare relay with the plastic cap removed. You can "see" if the relay is physically closed or can close it manually. Hope this helps.
