Starter location?

All the lights and accessories work. I have approximately 13 volts at battery, headlights are bright. Pulled cables and cleaned off anyway, it needed it. When I turn the key to start I can here relays clicking but starter motor is doing nothing not even a click. Could this be a bad starter?

Yes this could be the starter. You can try tapping on the side of it and see if this gets it to turn over. If it does then the solenoid is sticking. Even if it doesn't it is still likely the starter. Here is a guide that will help with this:
