Idles will not rev past 1,100 RPMs

Did tune up and new IAC and bank 1 sensor 1. Truck starts and idles fine but will not rev up past 1,100 RPMs. Today I tested with vacuum gauge, and it stayed steady at 11. Book says valve timing. It seems to me to be either a vacuum leak or timing. Did a TDC and rotor pointing a #1 on cap.

Hi,

The vacuum is low. I would expect it to be around 15 to 18 inches of vacuum at idle. Start by checking for leaks.

Here is a link that explains how to do it. Also, if you find no leaks, let me know if you checked engine compression.
