ECU location

My car won't start. I replaced the starter and battery, and checked all of the fuses, which are all fine. There is no fuel coming through the lines, to start the engine. Before I go out and drop alot of money on a fuel pump; a mechanic friend of mine, told me that when a car is in an accident (and gets hit in the rear, like mine did) there is an ECU switch that gets tripped, to turn-off the flow of gas.
Can you tell me WHERE the ECU switch is located on a 1996 Hyundai Accent? How do I tell if it's been tripped?

Do you hear the fuel pump come on when you turn key to run/on position? If not you might be dealing with the fuel pump fuse and relay-If so check the fuel pressure like you said there's no fuel going to the engine-could very well be the fuel pump.

About the fuel cut off switch I don't think it has one and again if you can hear the fuel pump and it has one then its not tripped.

Your vehicle doesnt have such a switch (Inertia Switch).. I would start by checking the 2 relays in the diagram below

To answer tour original question, the ECU is located behind the dash, drivers side
