How to correct timing on 1999 Dodge Intrepid 2.7 engine

I have both valve cover removed and timing is not correct on 2.7 liter engine. How to I proceed to correct timing and get it set correctly. There are no signs of timing chain jumping, however chain connecting two camshaft does appear to be very tight. Please provide diagrams and detailed procedure to find timing problem and correct it. How do I verify sprockets are correct?

Before you tear it down, I would suggest turning the crank over to make sure the crank is in the correct location and then check the cam timing.

Basically, if the crank is not in the aligned position, then the cams will not be either.
