2002 Honda Civic Strangely Low Gas Mileage

My Civic 2002 coupe ran at usually 30+mil/gal. It started to deteriorate 2 years ago, down to 24mil/gal. Since 3 months ago, it has been 20+mil/gal only.
I have my car serviced regularly. But I suspect something has been neglected all the time, because it suddenly jumped back to 30+mil/gal after I had the oil changed about 3 weeks ago, shortly before it fell to 20+mil/gal again. I guess the guy touched something right but didn't really fix it.
I haven't noticed any fuel or engine oil leakage. And my driving habit haven't really changed either. My car passed SMOG test about 1 year ago.

HI there,

Start with a full tune, and have a scan done as well, make sure that the valve clearances are checked and replace the O2 sensor as they do deteriorate and when they do the send a signal to the ECU to run rich, start there.
