2000 Honda Civic Changing the front tire

I've never had this problem before. I loosened the lugs and jacked up the car - the tire has about a half inch clearance off the ground (out of gear it will easily rotate)

. I removed the four tire lugs, but the tire won't budge. It should just fall off, what's holding it on? I tried a rubber mallet, but it still won't budge.

When the right tool fails get a bigger hammer
probably rust and corrosion is what holding it
give it a good hit and rotate the tire and hit again from in out
