1999 Honda Civic will not start

While driving, the car stopped and all electrical went off. When re-started, all electrical was on including the radio which was not on before. 10 minutes later, car stopped at traffic light and died. Has not re-started since.

Battery has been charged and tested; starter has been tested and is working; fuel is being pumped through the filter and spark plugs are getting wet; spark plugs are firing when held against metal; pistons are pumping as felt through the plug openings.

Engine will turn over but no combustion. Tested injectors with multimeter and all test at over 10v, but cranking shows very little pulse on the multimeter and barely flashes a test light.

So, I've got fuel, spark and compression. What else can I test? I don't just want to buy a ECU or oxygen sensor, or PCM or ICM or Main Relay, or whatever without knowing it is the most likely cause

If the plugs were wet, you may have a few issues:

1)Weak ignition output. I know you said it sparks, but you have to measure how strong it is. There should be a minimum of 30KV at the spark plug. If the plugs are fouled, this could be your issue. Or a weak coil

2)Mal-adjusted timing. Check your timing belt!

3)over-fueling. Injectors are stuck open.

Would a bad coil be more likely since this condition immediately followed an "electrical outage" event? Within 10 minutes of the all the car's power and electrical devices going completely out, it has not re-started.

How do I test for voltage at the plug, (I know how to test the resistance of the coil)?

And what would cause all the injectors to barely pulse, (it doesnt register on the multimeter only the circuit tester light)?
