1998 Honda Civic surging in 1st and second gear losing powe

Engine is surging when in first and second gear and dying or losing power. Have replaced wires, plugs, fuel filter. Any suggestions of what this might be?

How does the vehicle idle? If the idle surges high you may have a vacuum leak.

Some other possibilities would be to try and do a engine balance test to find a cylinder that is not running properly. Then test ignition, fuel and compression for that cylinder.
