1994 Honda Civic ENGINE SURGES WHEN IDLING

REPLACED ENGINE LAST WEEK WITH 1995 MODEL ENGINE RUNS SMOOTH EXCEPT WHEN AT IDLE SURGES BETWEEN 1100 AND 1400 RPM. REPLACED CONTROL VALVE, TOP SENSOR ON THROTTLE BODY AT INTAKE AND THROTTLE SENSOR UNIT. I AM LOST. CAN THE PROBLEM BE THE OXYGEN SENSOR?

Make sure all of your vacuum hoses are in good shape ,connected and not cracked. check fuel pressure too.
