1995 Honda Civic Tail lights

I noticed yesterday that my three taillights were still on after I turned off the car. The switch to turn on the lights is in the off position and the brake pedal is not pressed down in any way. I ended up having to disconnect the battery to keep them from killing my battery. What could be causing this?

Which lites are we talking about here. The brake or the tail lights?

3-lites must be the brakes if so check and test the brake switch

The lights are lit and remain to do so and they do get brighter as the brake pedal is depressed. They are the three lights on the rear of the car.
