1994 Honda Civic very late and little engine response

I've just put in a new headgasket, cleaned up a bunch of components, and drove the car. I got stuck on the road and thought the problem was water in the gas line. After puttin gin dry gas and installing a new gas filter, I realized that wasn't the problem. Still, when I step on the gas pedal, I get no response from the engine for a couple of seconds, and even WHEN I get a response, its only a nudge that pushes me a couple miles an hour. Also, when I rev it up, white smoke comes out of the exaust. I'm not sure if they're 2 different problems or not. All I wanna know is, why doesn't the car GO when I step on the pedal?

Ensure that the throttle cable and throttle body is functioning properly. I would manually revv the engine up via the throttle body. If it still doesn't revv up then you know you have an issue.

After you did the headgasket job, did you do a leakdown test to confirm that it was properly done? Is the vehicle mis-firing at idle? Is the check engine light on?
