1994 Honda Civic Engine will turn but will not fire

After changing spark plugs, spark wires, and distributor cap the engine will turn but will not fire.

You probably had a running vehicle before hand, right? I think you have put the wires in wrong rotation or order. It should look like the attachment I am sending to your email account.
