1999 Honda Accord Maintenace req'd light will not reset

I have reset the light many times over the 96k miles I have had this car. This is my 3rd Honda, and I am no stranger to it probs but this has me stumped.
I have reset it with the odometer button, click and comes back. I have reset the code reader even though there is none detected.
I have disconnected the battery all with same result.
light comes on immediately. All fluids good and level,
gas cap tight. Car is well maintained.

Any Ideas would be appreciated thanks

The guage has a internal circuit problem, the only way to fix it is to replace the guage assembly.

I just realized that I do have an issue with the power locks on the passenger side, and was wondering if it is possibly related to main't light.

When using the power lock, wether with the keyless remote or power lock button or from driver side the lock.
The lock moves slightly, but does not lock.

The maintenance light is not related to the door lock problem. The passenger side door has a faulty door lock actuator.

Don't be offended by the obvious, but just to review the reset process for this car:
From a 'car off' condition, we hold the odometer reset button while turning the ignition switch to 'On'. The Maintenance light immediately lights. Hold the button for a full ten seconds, and the light should go out after approx ten seconds, resetting the maintenance indicator. Is this consistent with your method?
