1999 Honda Accord cat converter broken up inside, rattleing

The check engine code said improper caytlist. MY gas mileage is down to 20MPG. There is no backup in the exhaust that I can tell. I have removed the resanator and also replaced the stock muffler with a flowmaster 40 series. Will replaceing the cat converter restore my lost MPG's and take away the check engine light?

1999 Honda Accord cat converter broken up inside, rattleing=obviously its defective, replace it-then have the oxygen sensors checked out and make sure the exhaust is not leaking.

When was the last time you tune-up?
