1996 Honda Accord

I have a 1996 Honda Accord. It is overheating although the temperature gauge is still showing normal. I do not know whether it is the thermostat or another issue. Usually when the car is in the off position the fan will come on to cool the car. It is not doing this.

There is steam coming from under the hood.
