1994 Honda Accord Speedometer at 18 when sitting still

I have replaced the vehicle speed sensor on this vehicle to see if that will resolve the issue and it did not. Is there some other item that may be causing this or is there a way to test a faulty VSS that I may have purchased?

Have your throttle position sensor tested. Thats what tells the computer where your foot is on the pedal
